Valencia, Sep 23 (EFE).- The President of the Generalitat, Ximo Puig, proposed this Friday that the “fiscal effort” in each autonomy be calculated “at the time of the distribution” of the funds by the State as a measure to confront those who “want fiscal disarmament”.

The president, who took part in a debate with former PP minister José Manuel García Margallo and political scientist Carmen Lumbierres on the occasion of the tenth anniversary of elDiario.es, assured that this Friday he had conveyed this idea to the president of the government, Pedro Sánchez, with whom he spoke for a few minutes at the Palau de la Generalitat before intervening in the forum of the digital newspaper.

In the debate, moderated by journalist Esther Palomera, Puig assured that “it does not seem opportune at the moment” to abolish taxes such as heritage and to ask for more resources from the central state.

“In another time the measure could have made sense, but now we must strengthen the welfare state”, which is why he advocated “in-depth tax reform so that those who have more pay more”.

Margallo assured that in Europe only Switzerland and Norway keep this tax “because it produces the flight of taxpayers”, who also stop paying income tax, and discourage savings

For his part, Lumbierres indicated that “in France there is a tax on real estate fortunes, inheritances or donations, which also affects the estate”, and considered that “both the progressive financing model and that of the center right are legitimate, but it seems unfair to abolish this tax in the current situation”.

“The communities of the PP, which opposed greater decentralization, are now those who demand financial autonomy without having financial autonomy -adds the political scientist-. This breaks the unity of Spain and encourages competitions even within the same party.

Asked about reforming the funding model, Puig lamented that “Basque and Catalan nationalists never wanted to talk about federalism. It is intolerable that since 2014 an agreement cannot be reached on a new funding model. There are regions that are more comfortable than others with this system, and it is a situation that cannot survive, we cannot pretend that the problem does not exist”.

Ximo Puig said that in 2014 he met with representatives of the Bank of Spain and told them that the Valencian Community had twelve points of per capita income below the national average. “They told me where I got this information from, that it wasn’t true, and I replied that it was from the Bank of Spain. The ‘Get Up Happy’ paradigm is remained, we are invisible”.

“We have never sought a new financing model for the Valencian Community, but rather for Spain, based above all on financial autonomy,” added the socialist president.

Regarding “radicalization and ungovernability”, Margallo pointed out that “it is all over the world, in the United Kingdom, in Sweden, in Italy, also in Latin America, in Chile, in Peru, in Colombia … In Spain, those of us who were at the center – including the PSOE – understood the fundamental values: the unity of Spain, the separation of powers, multilateralism… which are today blatantly denied by some parties”.

“It began to fail – continued the former minister – in 2014, (when) due to the sins of the central parties, new parties emerged. We (the PP) paid for the cuts, the corruption, the weakness towards Catalonia, and we had Ciudadanos, Podemos and now Vox, and with this map it’s hard to understand each other, we’re in absolute radicalization. And the big laws that this government has approved came by chance. We have to come back to rationality.

In this sense, Puig pointed out that “in Germany, if a new funding model does not come out, it is blocked, and the regions are discussing in parliament, because it should not be a party problem. But here, it is in the Senate that the leader of the opposition is placed to create a parallel debate of general policy.

“Federal loyalty means defending one’s own interests but empathizing with those of others, having a general and global interest. Of course, agreements are never happy, but they must be found, it is necessary. And if we are more atomized, let the atomized participate, because otherwise the gaps are widening more and more, ”concluded the president.
